The forward signed a two-year-deal at Glanford Park on Monday, with the Iron paying an undisclosed fee to the Brewers – described by Rowett as a ‘fantastic offer’.
In a press release from his former club, Rowett said: “Billy was desperate for a new challenge and he`s fiercely ambitious.
“I don`t want to stand in his way, as it`s a fantastic opportunity for him to play in League One.
“We don`t want to lose our best players, but at the same time we have to assess the situation. He`s got one year left on his contract and he was keen to talk to them and make the move happen.
“We`ll miss his goals, but it`s a fantastic offer for both clubs and Billy was keen to make the move happen.
“Sometimes you can`t stand in his way and you`ve just got to shake his hand, wish him all the best and hope it works out for him.
“I`ve reluctantly allowed him to go and we`d like to really thank him for his efforts.”
Kee hit 42 goals in 117 appearances for Burton Albion.
